Aware of providing a global solution to the growing rise waste in the USA, the Government took the initiative to carry out a new
plan and therefore ensure the project management and finance studies relating to its development. The plan which has been drawn up since the end of 2015 implies that since this date the Governors are competent in the application and revision of this plan.
And the States have been committed to supporting counties in the implementation of the plan. However, the competence in waste mangement remains in the hands of elected officials, who are therefore the main authorities responsible for waste disposal operations and therefore have seven years to adapt, hence a certain perplexity among elected officials at the scale of the task.
What are the concerns of the municipalities with regard to waste and its management
In fact, the municipalities or group of municipalities are by law responsible for municipal waste management, and in particular waste household appliances which constitute the predominant part. However, due to the increased constraints imposed by a
vast, complex and evolving legal and regulatory framework, some local elected officials questioned evoke the impression of less and less control over the decisions taken in this area.
The plan, drawn up with elected officials, fixes on the one hand a geographical division defining inter-municipal cooperation to maintain or build, and other part, the technical objectives which concern, for example the processing and waste recovery thus making it possible to comply with the guidelines of the law. The consequences of these constraints are as follows: first
need for municipalities to vouch for several types of waste.
Better waste management
First, they are responsible for their municipal waste (town halls, buildings municipal, primary school, street sweeping …), but also they must be concern about the waste produced by households, that is to say everything that comes from their home, their garden and that they deposit regularly in their trash, as well as green, bulky and similar waste (artisanal waste, small businesses and businesses located in their territory), and among this inventory, add the sludge from the treatment plants produced by the treatment of waste water and which are also the responsibility of the municipalities.
It exists also ordinary industrial waste, namely waste produced by companies located in the town and considered non-dangerous (cardboard, materials firsts….). These are the responsibility of their producer, but a municipality, in an optimal management of the waste produced on its territory, can agree to manage it.
And in a second step need to resort to multi-chain schemes where selective collection and incineration seem essential, but where biological treatments can also play a major role. New landfills and recycling
The plan is part of a binding framework where the law applies to everyone but where local authorities practice their own environmental policy and whose the range of choices which is very wide (Which network of waste reception centers and for which
waste? What type of selective collection? …) leads them to be alone the owners.
Finally, to achieve these objectives seen previously through the federal law, the plan must draw up an inventory of the existing and actual situation, compatible with the quantities and types of waste to be eliminated, as well as a inventory and compliance with the installation regulations commissioned or during installation; set priorities and goals for the construction of new landfills and installations and for the organization of collection and waste treatment (composting, incineration, etc.).
